Sarah Clark, President and CEO
Sarah Clark, P.Eng., has been President and CEO of Partnerships BC since 2010.
Previously, Ms. Clark served as Vice President, Partnership Development and Delivery, of Partnerships BC, responsible for management of current projects; development and resourcing of new partnership structures and opportunities; and the management of client relations and service quality for all Partnerships BC projects.
Ms. Clark has extensive project management experience in both the public and private sectors, including the structuring of public private partnership contracts and teams. She has participated on procurement teams for some of B.C.’s largest public private partnership projects.
Prior to joining Partnerships BC, Ms. Clark worked for Bombardier Transportation where responsibilities included proposals for public private partnership projects and project management of rapid transit projects, both locally and internationally.
Ms. Clark is a Professional Engineer and is a member of the Association of Professional Engineers and Geoscientists of British Columbia. She holds a Bachelor of Science Degree in Civil Engineering from Queen's University.

Chan-Seng Lee, Vice President, Finance and Administration
Chan-Seng Lee joined Partnerships BC in December 2004. As Vice President of Finance and Administration, he is responsible for finance, information technology, human resources and administration for Partnerships BC. He brings 10 years of experience in finance, taxation, mergers and acquisitions, regulatory reporting, information technology, human resources and administration and corporate governance to the Company.
Prior to joining Partnerships BC, Chan-Seng was the Chief Financial Officer of CML Global Capital Limited, a publicly-listed international investment firm and an officer of Aspen Properties Ltd. and Consolidated Properties Limited, commercial real estate companies. Prior to this, Chan-Seng worked extensively with private companies in the areas of finance, acquisitions and taxation.
Chan-Seng is a Chartered Accountant and is a current member of the Institute of Chartered Accountants of British Columbia and the Canadian Institute of Chartered Accountants. Chan-Seng also holds a Bachelor of Commerce degree in Finance from the University of British Columbia.

Susan Tinker, Vice President, Partnerships Services
Susan joined Partnerships BC in September 2004. As Vice President of Partnerships Services, she is accountable for the development and use of best practices and standardized approaches to key issues throughout the procurement process.
Susan has worked as a management consultant and project manager and communications consultant in the fields of climate change, electricity distribution and generation, education, health, high-tech and software, telecommunications and oil and gas.
Prior to working with Partnerships BC, her clients included Climate Change Central, the Alberta Electric System Operator, Suncor, the Calgary Health Trust and the City of Calgary.
Susan has a Bachelor of Arts in Journalism from the University of Regina, a post-graduate certificate in political science from the University of Saskatchewan, a Masters in Communication Studies and a Masters in Business Administration from the University of Calgary.

Doug Ewing, Vice President, Projects
Doug Ewing is Vice President, Projects for Partnerships BC and is responsible for supporting the high-quality delivery of planning, procurement, and contract management advice and support to clients in the development of major public infrastructure projects. He leads the company’s continued effort to improve customer service and business development and build on the relationships with service providers, current and future customers.
Doug joined Partnerships BC as Assistant Vice President in 2008 and brings extensive project management, procurement, and construction experience to the team. Prior to joining Partnerships BC, he worked with the Vancouver Olympic and Paralympic Organizing Committee (VANOC) as Project Manager of the Whistler Olympic Park and as Program Director of the Whistler Venues.
Doug is a Professional Engineer and is a member of the Association of Professional Engineers and Geoscientists of British Columbia. Doug holds a Bachelor of Science Degree in Civil Engineering from Queen's University, a Master of Architecture Degree from Calgary University and a Master of Business Degree from Queen's University.

Jennifer Davies, Assistant Vice President, Communications and Government Relations
Jennifer Davies joined Partnerships BC in July 2004 and is responsible for corporate communications, government and media relations. Jennifer also provides procurement communications management and guidance for all of Partnerships BC’s projects.
Prior to joining Partnerships BC, Jennifer worked as a communications and public policy consultant in the health, transportation, and social policy sectors. Jennifer has worked at all levels of government across Canada, providing advice on policy issues, public consultation and stakeholder relations, strategic and business planning, First Nations governance, education and drug policy.
Jennifer holds a Bachelor of Arts in Political Science from the University of British Columbia and a Masters degree in International Relations from the University of Wales.

Amanda Farrell, Assistant Vice President
Amanda joined Partnerships BC in November 2004 and is responsible for the transportation sector at Partnerships BC. In her role as sector lead, Amanda provides oversight and guidance on all Partnerships BC transportation projects through business development, procurement and project implementation phases.
Amanda also has extensive experience in the health care sector at Partnerships BC and most recently, she led the procurement team for the Surrey Outpatient Hospital. In addition, Amanda was the Corporate Secretary of Abbotsford Regional Hospital and Cancer Centre Inc., British Columbia's first hospital public private partnership project.
Amanda has had experience in traditional procurement, as the Corporate Secretary of Rapid Transit Project 2000 Ltd (the company responsible for the procurement of the SkyTrain Millennium Line). Prior to this, Amanda had extensive public policy and operational experience in the UK within the Ministry of Defense. She worked in areas as diverse as environmental issues, new reserve force legislation, overseas operations (South Asia and Far East), NATO policy and finance, change management, international relations, administrative law and communications.
Amanda holds a Bachelor of Sciences from the University of Reading, followed by postgraduate research at the University of Bath.

Michael Houle, Assistant Vice-President
Michael Houle joined Partnerships BC in March of 2007. Prior to joining the company, he spent 22 years in various senior management positions in both the private and public sectors. During the course of his past tenure, Michael was responsible for strategic planning, capital planning, business process re-engineering, alternative service delivery project implementation and enterprise-wide portfolio management. With masters degrees in Arts and Business Administration, Michael's recent experiences include a broad array of North American consulting engagements ranging from enterprise network planning and integration to business case development and public private partnership project implementation.
Michael is currently leading Partnerships BC’s engagements in both the justice and advanced education sectors.

Mark Liedemann, Assistant Vice President
Mark Liedemann joined Partnerships BC in March 2008. In addition to direct project oversight, Mark is responsible for leading the development of financial and quantitative best practices to ensure transactions are structured optimally with respect to finance and risk. Mark has led the procurement management team for projects in the health sector, and regularly advises on projects in the transportation, energy and education sectors. His primary expertise is in project management, contract negotiations, strategic assessment and financial and business analysis.
Prior to joining Partnerships BC, Mark was a Vice-President at PricewaterhouseCoopers in its Infrastructure, Government & Utilities practice where he was involved in number of partnership projects in the health, transportation and rapid transit sectors.
Mark holds a Bachelor of Science from the University of British Columbia and a Masters of Business Administration from the University of Victoria. Mark earned his designation as a Chartered Financial Analyst charter holder in 2003.

Karen Mill, Assistant Vice President, Legal
Karen Mill joined Partnerships BC in 2002. As Corporate Legal Counsel, she provides advice on corporate legal issues. In addition, Karen is responsible for providing project legal support primarily during the project procurement stage.
Karen articled with the B.C. Ministry of Attorney General and was called to the B.C. Bar in September 1998. She has worked primarily in the B.C. public sector in the area of capital procurement and budgeting and also has a background in information and privacy and corporate law. From 2002-2006, she was the corporate secretary for Partnerships BC.
Prior to working with Partnerships BC, Karen worked with Capital Division, Treasury Board Staff, B.C. Ministry of Finance.
Karen has a Bachelor of Arts and a Bachelor of Laws from the University of Victoria. She is a member of the Law Society of British Columbia and the Canadian Society of Corporate Secretaries.

Rick Steele, Assistant Vice President
Rick joined Partnerships BC in December 2005 and is responsible for the health care sector at Partnerships BC. In his role as sector lead, Rick provides oversight and guidance on all Partnerships BC health care projects through business development, procurement and project implementation phases.
Rick is a Professional Engineer and has extensive public and private sector project management and consulting experience. Prior to joining Partnerships BC, he led the Project Development team at BC Buildings Corporation and has had past roles as Vice President, Construction at Centara Corporation in Toronto, and as Partner and Chief Structural Engineer for Raines Finlayson Barrett and Partners in Calgary.
Throughout his career, Rick has managed complex and multi-phased projects in a variety of areas including health care, post-secondary education, education and the justice sector. His post-secondary education experience includes multiple projects at the University of Calgary, Lethbridge Community College, and Red Deer College. Rick's health care experience includes projects such as the Kitimat Hospital and Health Centre, the Vancouver Island Cancer Centre, the B.C. Centre for Disease Control, Riverview Hospital Land Use and a number of projects in other provinces.
